The reason we say the words “There is no one like our G-d” before asking the question, “Who is like our G-d” when it seems like these verses should be reversed is because, we don’t want it to seem that there really is a question “Who is like our G-d?”
The question is simply rhetorical! So we begin with “There is no one like our G-d” period!
